LWVF GRANT SCHOLARSHIP AWARDS

Background on the USAID / ISPO Collaboration:
USAID’s support for ISPO through the Leahy War Victims Fund (LWVF) began in 1995 with a grant for a conference on appropriate prosthetic technology. Since this particular project, the LWVF and ISPO have collaborated on several interrelated projects.
With the first grant, the organizations evaluated and field-tested commonly used prosthetic and orthotic (P&O) technologies and techniques, developed protocols and tools to measure the costs of rehabilitation, and monitored and evaluated programs. The results of that body of work enabled the LWVF to better analyze project funding requests and evaluate the impact of its programming.
The second phase of this relationship involved a grant related to the development of educational activities in prosthetics and orthotics in low-income countries. The purpose of this grant was to strengthen rehabilitation in the developing world through education and technical guidance to professionals, agencies, and nations. Under this initiative, the LWVF and ISPO have collaborated to strengthen the quality of educational programs providing prosthetic and orthotic training and to increase the number of professionals qualified to provide appropriate services. In addition, the program provides training for teachers, school exchange programs, and improved educational materials. 
Current Project:
For the period from September 2008 to October 1, 2013, the LWVF has awarded ISPO a grant called: ‘Facilitating rehabilitation of people with physical disability in developing countries through education and training of prosthetics/orthotics professionals’. The main part of this grant is the awarding of scholarships for education and training for persons involved in the delivery of prosthetic an orthotic services.

LWVF GRANT SCHOLARSHIP AWARDS

ISPO RECOGNIZED TRAINING AND EDUCATION PROGRAMMES IN PROSTHETICS AND ORTHOTICS

 

Category-I, Prosthetist-Orthotist

  • University based degree programme of 3 years duration, followed by 1 year supervised clinical placement;
  • Intake criteria: university entry level, or Category-II graduate.

 

Category-II, Orthopaedic Technologist

  • Formal, structured diploma programme of 3 years duration, followed by 1 year supervised clinical placement;
  • Intake criteria: "O"-level or equivalent as normally required for paramedical education in developing countries.
  • Modular Training: having completed the three single discipline programmes mentioned below.
  • Modular Upgrading: provided for practitioners fulfilling entry requirements for Category-II with more than 5 years clinical practice. Contain the 3 modules described below.

 

Category-II, Single Discipline Technologist

  • Formal, structured certificate programme of 1 years duration followed by 6 months supervised clinical placement in any of the entities mentioned below;
  • Intake criteria: normal Category-II requirements
  • LLPT: Lower Limb Prosthetics Technologist
  • LLOT: Lower Limb Orthotics Technologist
  • Sp-UL: Spine and Upper Limb Orthopaedic Technologist

APPLICATION FOR SCHOOL INTAKE

 

The candidates apply for intake to the school in accordance with usual procedures and without notification to the Project manager of the LWVF grant at the ISPO Office in Brussels.

The Board or equivalent body of the school decides which students fulfilling the entry criteria and decide whom to accept.

A school in good standing can then apply for scholarship(s) to the Project Manager of the LWVF grant. Complete applications must be submitted to the Project Manager no later than 8 weeks prior to the beginning of the academic year.

The LWVF Steering Committee will examine the applications and endeavor to accept or reject the proposal for funding. The LWVF management is informed and scrutinize for political issues. Schools will be notified of the committee’s decision(s) no later than 2 weeks prior to the start of the school year.

The Steering Committee of the grant will be informed about the selections and the procedures utilized within the process on a quarterly basis.

The proposal for funding should contain the following information:

a.     Name and country of origin

b.    Age and gender

c.     School background, year and level of graduation, academic results/transcripts (where available)

d.    When the application is for a B.Sc. Degree, the year of graduation, result from the previous diploma program and the name of the school must be included.

e.     Result of entry examinations for qualifications

f.     Details of practical experience, if applicable

g.    Military affiliation

h.     Current employment

i.      Motivation for proposed scholarship award

j.      Listing of all applicants for the same intake

1)     Listing of current intake

2)     Listing of rejected applicants; not qualified

3)     Listing of rejected applicants; no funding available

4)     Listing of rejected applicants; other reasons

k.     Co-financing (commitment to cover round-trip travel and mid-term vacation trip to home)

l.      References

m.   Commitment to go back to region/country working for at least 3 years

n.     Employment guarantee upon return signed by the government or a future employer

o.    Letters of recommendation (e.g. motivation, character etc.)

 

SCHOLARSHIP AWARDS

 

ISPO has received grants from the Leahy War Victims Fund of USAID, which makes it possible to award a significant number of scholarships for education and training of prosthetics and orthotics professionals for both Category-I and Category-II schools, recognised by ISPO.

A scholarship contains two elements:

1)      Tuition and school fees, which covers all expenses related to the schooling and training (in the field as well), books, examinations and graduation.

2)      Living costs, which covers accommodation, stipend, resident permit and medical cover

A full ISPO scholarship covers both elements.

 

A partial ISPO scholarship may also be awarded, which mean that ISPO awards the tuition/school fees on the condition that another party/partner (NGO, charity, private funds, government programme) provides cost sharing, which covers part of the scholarship, for example the living costs and travel costs (in-bound travel to the school, one round-trip for a home vacation during the school vacation periods, and the homebound travel after graduation). However, the cost-sharing amount may not be raised from money already granted to the partner by a federal entity. Cost sharing would make it possible to increase the number of students from one to two for the same funds. The cost-sharing model may extend across geographical borders and/or regions. The total commitment for ISPO, however, will not exceed the multiple of the number of full scholarships allocated to a particular school.

 

Procedures:

  • The normal rules for student application must be followed.
  • If full scholarship is applied for a request must be attached.
  • If partial scholarship is applied for a request must be attached, including a clear statement regarding the size and duration of the cost sharing and its origin.
